U.S. Rep. Bob Goodlatte's dedication to the environment isn't in question. That's because the Roanoke congressman doesn't often pretend that clean air or water is a priority.

The best Goodlatte has ever rated on environmental issues, according to the League of Conservation Voters, is a wretched 8 percent. He often rates a zero. Last week, Goodlatte showed why.

A quarter-century after politicians in the Chesapeake Bay watershed first began trying to create a system for cleaning up the estuary, the federal government stepped in to make good on those promises and to try to reverse a generation of failure.
